光银国际助力海南省人民政府成功定价合计50亿人民币境外债

近日，光银国际作为联席牵头经办人和联席账簿管理人，助力海南省离岸人民币地方政府债券成功定价，债券在香港交易所挂牌上市。本次海南省政府发行的50亿元离岸人民币地方政府债券，包括2年期可持续发展债券30亿元、3年期生物多样性主题绿色债券10亿元和5年期蓝色债券10亿元，定价利率分别为2.45%、2.53%和2.70%。

此次发行是海南省财政厅第二次在境外发行地方政府债券，获得投资者高度认可，新发3只债券订单倍数达2.58倍。同时在品种上除延续去年发行的可持续发展债券和蓝色债券外，还发行了中国境内地方政府首单生物多样性主题绿色债券，进一步丰富了离岸人民币债券市场的债券品种。

香港财政司司长陈茂波在致辞时表示，连同这一次，海南省人民政府已经连续两年在香港发行债券，累计发行额100亿元人民币。继去年在港成功发行蓝色和可持续债券，海南省今年推出以生物多样性为主题的绿色债券。这一方面扩阔了债券的覆盖面，让省内更多绿色项目能够受惠；另一方面，亦有助扩大和深化香港的绿色和可持续债券的谱系，促进市场更蓬勃发展。

在海南自贸港建设的大背景下，光银国际高度重视历史机遇下的业务发展，紧跟跨境投融资需求，积极与光大银行海口分行联动，发挥“投行+商行”的业务协同优势。本次发行是光大银行第二次承销海南省地方政府境外债券，展现了光大银行分行以及境外投行子公司的高效联动机制，行内一心、两方合力助力省级地方政府走向国际资本市场。

在光大银行兰州分行的大力支持下，光银国际助力公司成功定价此次人民币债券，增强了公司在国际资本市场的认可度。以此为契机，光银国际将加大与光大银行兰州分行的合作力度，加强业务的联动及协同，争取在业务上实现多层次、多元化的合作。

Recently, People’s Government of Hainan Province of The People’s Republic of China (“Hainan Government”), successfully priced its 5 billion yuan senior fixed rate notes (the “Notes”), including 2-year environment and social sustainability bonds of 3 billion yuan, 3-year biodiversity-themed green bonds of 1 billion yuan, and 5-year “blue” bonds of 1 billion yuan. CEBI acted as Joint Lead Manager and Joint Bookrunner on this deal. The Notes will be listed on HKEX.

This issuance is the second overseas issuance of local government bonds by the Hainan Provincial Department of Finance and has been highly recognized by investors. The order multiple of the three newly issued bonds reached 2.58 times. At the same time, in terms of varieties, in addition to continuing the sustainable development bonds and “blue” bonds issued last year, it also issued the first biodiversity-themed green bond for local governments in China, further enriching the bond varieties in the offshore RMB bond market.

Hong Kong Financial Secretary Paul Chan Mo-po said that the bond sale by the Hainan government “expands the coverage of bond offerings, enabling more green projects within the province to access funding. Besides, it contributes to the expansion and deepening of Hong Kong’s green and sustainable bond ecosystem”.

Against the background of the construction of Hainan Free Trade Port, CEBI actively cooperates with China Everbright Bank Haikou Branch to give full play to the business synergy advantages of "investment bank + commercial bank". This issuance is the second time that China Everbright Bank has underwritten overseas bonds of local governments in Hainan Province, demonstrating the efficient linkage mechanism between China Everbright Bank branches and overseas investment banking subsidiaries.
