光银国际助力甘肃公航旅成功定价18.6亿人民币点心债

近日，光银国际作为联席牵头经办人和联席账簿管理人，成功助力甘肃省公路航空旅游投资集团有限公司（“甘肃公航旅”，简称“公司”）定价18.6亿人民币3年期高级无抵押债券。公司主体评级为标普BBB+，惠誉BBB+。债券于香港交易所上市。

公司注册资本1000亿元人民币，是甘肃省政府唯一授权，承担甘肃省交通基础设施项目募集、投资、建设、管理和运营的大型国有企业。根据中共甘肃省委办公厅2015年1月印发的《关于印发省公航旅集团等五户省属企业改革试点方案的通知》，国家委任甘肃省人民政府国有资产监督管理委员会（以下简称“甘肃省国资委”）担任公司股东，并聘请甘肃省交通运输厅（以下简称“甘肃省交通运输厅”）对公司的日常管理进行监督。2017年8月，根据《关于印发省厅管企业改制脱钩整合重组和集中统一监管推进方案的通知》，甘肃省交通运输厅不再保留对本公司的监管权限，公司由甘肃省国资委直接监管。

在光大银行兰州分行的大力支持下，光银国际助力公司成功定价此次人民币债券，增强了公司在国际资本市场的认可度。以此为契机，光银国际将加大与光大银行兰州分行的合作力度，加强业务的联动及协同，争取在业务上实现多层次、多元化的合作。

Recently, Gansu Provincial Highway Aviation Tourism Investment Group Co., Ltd. (the “Company”), successfully priced its CNY 3-Year senior fixed rate notes (the “Notes”). CEBI acted as Joint Lead Manager and Joint Bookrunner on this deal. The Company is rated BBB+ by S&P, and BBB+ by Fitch, both stable. The Notes will be listed on HKEX.

The Company is a large, state-owned enterprise operating in Gansu Province with a registered capital of RMB100 billion. It is the only enterprise authorised by the Gansu Provincial Government to undertake the fundraising, investment, construction, management and operation of transportation infrastructure projects within Gansu Province. Pursuant to the Notice of Pilot Reform Scheme for Gansu Provincial Highway Aviation Tourism Investment Group Co., Ltd. and Other Provincial Enterprises issued by the General Office of the CPC Gansu Province Committee in January 2015, the State-owned Assets Supervision and Administration Commission of Gansu Provincial Government (the “Gansu SASAC”) is appointed to act as the shareholder of the Company while the Department of Transportation of Gansu Province (the “Gansu Department of Transportation”) is retained to supervise the day-to-day management of the Company. In August 2017, pursuant to the Notice regarding Printing and Distributing the Promoting Plan for Restructuring, Decoupling, Integration, Reorganization, Centralized and Unified Supervision of Enterprises Managed by Provincial Department, the Gansu Department of Transportation ceased to retain the supervisory authority over the Company and instead the Company is directly supervised by the Gansu SASAC.

With the unreserved support of the China Everbright Bank Lanzhou Branch (“CEB Lanzhou Branch”), CEBI helped the company to price this deal successfully. This will strengthen the business partnership between CEB Lanzhou Branch and CEBI, and will enhance our future cooperation in fighting for various business expansions.
