光银国际助力淮安开控成功定价美元债券

4月25日，光银国际作为联席账簿管理人助力淮安开发控股有限公司（“淮安开控”）于香港定价3年期2亿美元票息5%的高级无抵押美元债券。淮安开控主体评级为中诚信亚太BBBg-。债券将于新加坡交易所上市。
淮安开控是淮安经济技术开发区基础设施建设和城市发展的主要投融资平台。淮安开控成立于2005年，在淮安经济技术开发区实施淮安市政府的基础设施建设和城市发展蓝图。淮安开控以城市建设和市政发展为重点，受惠于政府的大力支持，已成为江苏省优秀的国有资产投资公司，在淮安市的城镇化进程中发挥着举足轻重的作用。
在境外资本市场避险情绪上升，美联储加息之际，淮安开控成功定价本次2亿美元债券。在光大银行南京分行及淮安分行的大力支持下，光银国际助力淮安开控成功定价此次美元债券，为淮安开控在国际资本市场上获得了更多的投资人认可。以此为契机，光银国际将加大与光大银行南京分行及淮安分行的合作力度，加强业务的联动及协同，未来争取在多层次的业务上实现多元化的合作。
On 25 April, Huai’an Development Holdings Co., Ltd. (“Huai’an Development Holdings” or the “Group”) successfully priced its US$200million 5% 3-year senior fixed rate notes (the “Notes”). CEBI is the Joint Bookrunner of this transaction. The Group is rated BBBg- by CCXAP. The Notes will be listed on Singapore Exchange Securities Trading Limited.
The Group is the primary investment and financing platform of the Huai’an Municipal Government focusing on infrastructure construction and municipal development in Huai’an ETDZ. Established in 2005, the Group is designated to carry out Huai’an Municipal Government’s blueprint for infrastructure construction and municipal development in Huai’an ETDZ. By focusing on urban construction and municipal development, carrying out capital operations and leveraging strong government support, the Group has established itself as a prominent state-owned asset investment company in Jiangsu Province which plays a critical role in the urbanisation of Huai’an, particularly in Huai’an ETDZ.
In the relative weak market sentiment, the Group priced the USD200m deal successfully. With unreserved support of the Nanjing branch of China Everbright Bank (“CEB Nanjing Branch”) and the Huaian branch of China Everbright Bank (“CEB Huaian Branch”), CEBI helped the Group to price this deal successfully. This will strengthen the business partnership between CEB Nanjing Branch, CEB Huaian Branch and CEBI and will enhance our future cooperation in fighting for various business expansion.
