光银国际助力长春市城市发展投资控股(集团)有限公司成功增发1亿美元境外债

近日，光银国际作为联席全球协调人、联席牵头经办人、联席账簿管理人和绿债结构顾问，成功助力长春市城市发展投资控股(集团)有限公司（“长发集团”，简称 “公司”）增发1亿美元2.5年期高级无抵押债券。长春发展主体评级为惠誉BBB，展望稳定。债券于香港交易所上市。

公司是长春市唯一一家由长春市政府设立、长春市国资委全资拥有的综合性投融资平台，其成立的目的是（i）引导和整合不同、多元化的资金来源，以促进长春市的发展。发展和促进战略部门和重大基础设施建设；(ii) 国有资产保值增值。其投资并控股多家公司，专业从事租赁业务、工程建设、水处理、贸易、金融服务等业务。截至2022年12月31日，公司通过14家全资子公司及15家合资公司经营业务。公司成立于2013年9月，是长春市国有企业多元化所有制改革和经营转型的综合平台，是吉林省资产总额、收入和毛利润最大的地方国有企业。

在光大银行长春分行的大力支持下，光银国际助力公司成功定价此次美元债券，增强了公司在国际资本市场的认可度。以此为契机，光银国际将加大与光大银行长春分行的合作力度，加强业务的联动及协同，争取在业务上实现多层次、多元化的合作。

Recently, Changchun Urban Development & Investment Holdings (Group) Co., Ltd. (the "Company"), successfully priced a tap of its USD 2.5-Year senior fixed rate notes (the "Notes"). CEBI acted as Joint Global Coordinator, Joint Lead Manager, Joint Bookrunner and Joint Green Structuring Banks on this deal. The Company is rated BBB by Fitch with stable outlook. The Notes will be listed on HKEX.

The company is the only comprehensive investment and financing platform in Changchun City established by the Changchun Government and wholly owned by the Changchun SASAC, and was established with the aim of (i) directing and consolidating different and diversified sources of funds to Changchun City for the development and promotion of strategic sectors and major infrastructure and (ii) preserving and enhancing the value of state-owned assets. It invests in and controls a number of companies specialised in various industries, including rental business, engineering construction, water treatment, trading, financial services as well as other business. As at 31 December 2022, the Company operated its business through 14 wholly-owned subsidiaries as well as 15 joint venture companies. The Company was incorporated in September 2013 as an integrated platform for the purpose of diversified ownership structure reform and operational transition of state-owned companies in Changchun City, and is the largest local state-owned enterprise in Jilin Province in terms of total assets, total revenue and gross profit.

With the unreserved support of the China Everbright Bank Changchun Branch ("CEB Changchun Branch"), CEBI helped the company to price this deal successfully. This will strengthen the business partnership between CEB Changchun Branch and CEBI and will enhance our future cooperation in fighting for various business expansions.
